VT was an exceptionality --- an anomaly -- without significant merit or meaning beyond a small (within its limited scope) tragedy... that requires no response on the part of authorities, municipalities, government bodies -- or the population at large --- aside from a moment of sheer awe at the ultimately meaningless vicissitudes of life.
