I don't really think you can say that French reaction to the excesses of the French military in Algeria are not part of the war. Where the military acts in such a way it loses the support of the people, the military has failed. IMO


It's not that simple, because military acts on the ground aren't just acts in themselves - they can be portrayed one way or another, as glorious or shameful. If military acts become propaganda fodder for groups which want the war to be lost for their own short-term political or ideological gain, it is far from fair to say "the military has failed." The entire state has failed because it could not defend its own actions against its internal opponents, and those opponents cared more about their careers than the welfare of their country.
