Propaganda would be negated by the slaughter of the foreigners in iraq by the tribal leaders and baathists after a deal was struck. If al quaeda disappears their propaganda victory will be shortlived. This is not taliban or lawless border regions of afgan-pak. In iraq they are visible to the natives. They can hide from us because for the most part "they all look alike when we see them at non-combatant moments" but the iraqis know who they are and I THINK know there is no future if they let them have power.
