Technology neutrality pre-dates WiMAX by many years I believe. It is a policy wonk mantra that is applied to many different areas. WiMAX is just a "user" of the mantra, in the sense of WiMAX proponents advocating for technology-neutral spectrum regulations so that WiMAX even has a chance as an entrant in markets where the regulations were not technology neutral.

Like all mantras, it has a range of meanings, and the policy wonks use the definition that is most convenient for the moment.

Here's an example:
"First, broadband policy should be 'technology neutral" . Government should not pick technology winners and losers. Instead, competition should drive the deployment of a range of broadband technologies and services to consumers."
