When ideological and political loyalty are the top criteria rather than managerial effectiveness, train wrecks will happen. These aren't the first White-House-buddies appointees who tripped and stumbled and flailed their way through the bureaucracies.

Both parties do it; but the neocon group was more egregious (and less effective in lasting impact) than most I have seen since I first came to Washington 20 years ago.

Right on! It's because he doesn't pick a manager for any other reason than faithfulness - so you end up with lap dogs.

An acquaintance was interviewed for a "plum" job in the Bush administration and the first thing asked of him was......"what did you do to get Bush elected". How does that qualify you to help run the worlds number one country?
