Privilege, like many other words, can be used in different ways. I agree with the sentiment that's usually behind the statement "to live in this country it a privilege", but I don't think its literally true. If it was literally true it would imply that there would be nothing wrong with the government just deciding to kick you out, in other words "remove the privilege".

Light in terms of personal income taxes maybe (although not the lightest), but not in terms of corporate income taxes.
