Not exactly,
As I understand it the form goes to the Feds who run it by their instant check, they are required by law to destroy it if they approve the purchase. The dealer is supposed to keep a copy. Most dealers, however, don't have a gun store, they "deal" from their house or the trunk of their car and nobody checks to see if they are retaining the copies of their form.
