Saddam wasn't a dictator either. He got 99.9% of the popular vote the last time he stood for election!

Nobody else had a higher percentage of the popular vote though. Not like in the US where most recently a couple of president elections could be won in spite of the other candidate winning the popular vote. That doesn't make those winners dictators though, does it?
