Its a matter of degree.... in Dubai, being topless is not welcome, in some other Islamic countries, not wearing a head scarf is not welcome.

Folks in the western world would do better to understand the customs of the countries they visit with a different culture, rather than bitch about it after the event....or sometimes bitch about it from a few thousand miles away....

and this is not restricted to Islam/Islamic countries : In India, a predominantly Hindu country, public displays of affection (such as kissing someone in public) are not welcome - Remember the Richard Gere episode from a few weeks ago ?
