Pretty close. I'd say law is the decisions of a monarch or a legislatures in combination with a head of gov't. Which quite possibly is what you said in different words.

30% turnout without 15% of eligible voters electing a candidate? Well, we have no law that requires an eligible voter to vote- -and won't. If you want troops rounding up scofflaws at bayonet point and forcing them to the polls in your country, you may do so. In this country, we believe if you're to dumb to vote, you're too dumb to vote.
