That is quite possible. Pakistan doesn't have be anything like a superpower to be a threat to world stability.

One thing that might help keep Pakistan from becoming such a threat is it growing economy. True that additional money could fund more weapons, and other ways of causing problems, but it could also keep enough of the population reasonably content that the violent fringe, while still a threat, would have more limited support. The problem is that Pakistan is pretty far down now. It needs to keep growing at a high rate for some time to really move up in terms of wealth.
