Because I believe there are certain "gatekeepers" in the intelligence sector who have a vested interest in covering up their previous misjudgements about the threat. I know I personally experienced the politization of intelligence information (or maybe an attempt to prevent it from being politicized) during the past presidential election. Very interesting information related to Saddam's intelligence service recruiting Al Qai'da members as agents, including one who claimed he had been involved with the 9/11 attack (probably logistically).

Now we recruit Al Qai'da members as agents as well, but for the purpose of moling into, and neutralizing the network. It's unclear, as I recall, why the IIS was recruiting Al Qai'da members, but I don't seem to remember their doing so for the purpose of combatting the Jihadists.
