Can you source that? From my understanding the Russians were the most grievous perpetrator when it came to the OFF scandal.

I have on a couple of occasions. It came from a US Senate report. The report also indicated that the US government facilitated illegal shipments from Iraq to US "friends". The US was also aware of kickbacks from an Australian company. But since Australia supported the war they didn't release that. I believe you'll find that Chevron just completed a plea agreement where they agreed to admit they should have known. I'm sure that's all been thoroughly covered on Fox.

Follow up... the trick in finding it is in remembering the exact percentage....it took me a bit to waken those particular neural pathways...
