Perhaps a Kurdish/Sunni federal state without the shiaa and with shared oil revs.

IMO sharing the oil wealth is key to stabilizing Iraq. While the Sunnis may be in a better position via past ruling experience to run the federation I don't think the Shiaa would sit still for it.

I'm sure that this will sound naive to most (if not all) but I can't see why they don't just say here's the amount that the federal Iraqi gov't needs to operate then with the rest of the oil revenue divide it to the local governments based on population. Too simplistic?
