I think we did far better in afganistan than in the arab world in doing some of these things effectively. I dont think we can succeed in the arab world either with intervention or psyops. Balance of power, realism, moderate arab states, limited objectives, & wheeling and dealing makes more sense imho. The rest of the muslim world is different from the arabs. Palestine, Lebanon, iraq all the same thing. Jordan and Saudi always vulnerable. Egypt is the only real country there and they are probably just as vulnerable.
