I wouldn't argue about defense having to be inside the government, but I might disagree about many infrastructure and science projects.

If you throw a ton of money at something you will surely get more positive results than if you didn't. However, that doesn't mean that the money wouldn't have been more productive if used elsewhere or that you got a good return on the money you were throwing around.
