I believe the only restrictions on stem cell research have to do with projects that are federally funded, which is why state-level and private research into them simply moved ahead. It's a good example of upholding basic rights the way you stated it.

Again, our difference is that you are looking mostly at federal intrusion without factoring in the value of federal defense of individual rights against intrusive local authorities. Having grown up in Texas, I am not gonna trust local authorities to do anything except pursue their own (often bizarre) agendas. They can only get away with that up to the point where they infringe on my guaranteed rights as an American citizen.

The Federal Governments role must be to "protect" our Rights - NOT dictate our rights.

How about the dozen or so states that have passed medicinal cannabis laws, only to have them trumped by the fed govt in order to protect its War on Drugs?
