One thing I should have added is that there is a SOUND strategic reason for being a strong advocate for democratic reform.

There is YET, so far as I know, to be a war between two established democratic countries. Maybe a couple between newly developing democracies, but none between mature democratic states with an effective democratic mechanism..

And why is this? Because democracies share one common element, accountable government. It takes one hell of a pretext for one nation of people to all agree to declare war upon another nation with a government accountable to ITS people.

Somehow they always seem to work things out without resorting to force of arms.

Now can anyone on this thread tell me if the same can be said for non-democratic societies?
