It's a sound idea, but having the government run it doesn't inspire confidence. If it were done well, it won't "fix" anything...it can't...what it might do is help soldiers maintain themselves and be productive in their lives - that would be worth while doing.

Mental health is not fully developed at age 19.
Bi-Polar and psychosis often don't show up until after that age.
