Oil generally creates a priveliged class that is more interrested in preserving their position than helping others. Unfettered democracy under yeltsin led to some abuses by the capitalists who amassed too much wealth and power. But instead of trying to reign that in, Putin is trying to recreate the chicom politics but without the free spirited capitalism and thats because he doesnt understand the oil genie that is out of the bottle in Russia.
