Lame duck is a term to describe a president who is ending his tenure with no reelection in front of him. It is not pejorative. Every second term president is called this when his time is up.

Lame duck describes the position the president is in when he completes his term with no electoral chance of him remaining.
Lamest duck was used because his poll numbers are so low, he has little clout left and has chosen to use it on immigration bill where he and his supporters are attacking the folks who still approve his job performance until now. Some pundits see bush numbers moving from 30% down to 20%. Bush seems not to care anymore. This is unusual and somewhat scary for a guy who still has 18 months to go. It might indicate some psychological imbalance and what worries me is that he may decide as commander in chief to take us some place the overwhelming majority of americans do not want to go. Its one thing to lead public opionion--its quite another to ignore it. And then there are enemies out there who may pick up on this and provoke him into taking such action. Al quaeda probalby would love the US to attack iran, dont you think.
