Perhaps Rove has inside info that Al Gore is going to run and club the Reps with Dubya's 8 misguided years on climate issues, so Bush hopes to head that one off at the pass.

Something must be up, because Dubya doesn't listen to polls and he sticks with his gut conviction. So I guess his gut has wiggled around recently. Why, who knows?
