It does not matter if there are 9 US ships or 20 or none in that region. It matters when the 1st gunshot is fired, and until then its hot air.

consider this - it was 1971 when India had a war with Pakistan. The US 7th Fleet was all over the Indian Ocean region. India sailed her ships within territorial waters. Not a single shot was fired from either side. The conflict resulted in the creation of a country called Bangladesh (no longer East Pakistan).

It made zilch diff that the US 7th fleet was in the Indian Ocean.

Like I said - that was hot air too.
