I've long recommended partitioning Iraq into two countries: one a secular nation (Baghdad, and to the north, the west, and a tiny sliver of the south to enable the northern nation access to the Gulf); and the other would be a theocratic nation (comprising most of the southern territory, south of Baghdad. I think without a 60 percent domination of Shites to the north, a more equal combo of Shites, Sunnis and Kurds could get along in a secular nation.

And since the Kurds would participate in the secular nation, Turkey fears of a separate Kurdistan nation would be eased.

I'd create a pan-Arab board to oversee Iraq's oil with equal distribution to both new nations; and I'd make the rivers internationally operated and free for all to navigate.

And I would completely withdraw all US military forces from the region.
