I think it should have become clear by now that any country with nukes is a sitting target. If somehow a nuclear weapon fell into the hands of a terrorist and the weapon came from any country that did not have the capacity to strike back effectively, that would signal the end of the leadership of that country, as well as a great many of it's citizens.

Those we need to fear are those without addresses. If we have your address we own your life. Ed

Saddam was clear too but he misled us about wmd.
I am of the opinion that the Intel services of the US and our coalition partners had incorrect intel, which was broadcast at the UN.
