I have no problem with changing the rules and applying them on a consistent basis, but I think you are going to be shocked by the number of young people you'll be locking up, even in these days of more awareness. I never drink and drive now, but I did on more than one occasion in my 20s. I drove slowly etc... because I was aware that I was a danger, but it happened. I would say that 9 of 10 of my best friends also did at one time or another. They are mostly extremely responsible adults now and would never consider it.
