There are two explanations to why iran might be doing this. It could be in response to the US making life hard for them in our fight against their nuke program as well as positioning military forces in the region.
Also the iranians, though shiaa and formerly extrememly anti-taliban, are trying to become the leader of all radical muslims whether sunni or shiaa. They might think they are viewing a fading al quaeda and a vacuum that allows them to move into palestine (hamas), lebanon (hizbo), syria, afganistan, and who knows next stop might be helping any and all opponents of mussharif in pakistan.
This reminds me of chinas somewhat schitzo policy in the 60s. They supported all communist insurgencies but they also supported nationalist governments who opposed such insurgencies such as sukarno in indonesia. They also supported overseas chinese everywhere even though they were largely businessmen. So in indonesia in the 60s china supported the PKI, overseas chinese capitalists and sukarno all at the same time. PKI wound up being wiped out soon thereafter if i am remembering correctly. Is iran playing that game here?
