This was the beyond mere crapola line of the speech, besides the "nukular" stuff:

W:

Who was DUMB enough to believe THAT? When after being CRUSHED in 1991 did Saddam develop this great technical flair?

It doesn't indicate certainty, quite the opposite. It doesn't indicate "imminent" or any time in the near future, and it doesn't specifically say Iraq would nuke us.
