But the question remains: why did the parents have to go online to get this problem dealt with? Why couldn't they get help by directly appealing to the local and provincial authorities? Were the authorities on the take? Or was it just the typical kind of indifferent bureaucracy that we often have in the US, like the shoddy care for some of our wounded veterans?

One major difference between the US and China is the free and unfettered media we have. Our reporters love to ferret out and expose scandals, and you really need that kind of check and balance. But the Chinese government tries very hard to control information. There is too much censorship.
