It would lose its biggest advantage, but I think they have enough built up there that it wouldn't just all fall apart without that advantage.

I didn't mean to suggest that Luxembourg would fall apart. The article you posted suggests that low taxes are responsible for Luxembourg's success. And they have but not for the reasons often believed to be true of low taxes. In this case, Luxembourg is successful because the surrounding states have much higher taxes and for that reason, Luxembourg has become an investment haven. Were the surrounding states to lower their tax rates to match Luxembourg's, Luxembourg would have to go out and get a job.
