Given the fact that we won the cold war, yes.

I recall what things were like in the 1970's. After Indochina fell, Communism seemed on the march everywhere in the world - Africa, Asia, Latin America. Communist parties were powerful in western Europe. For awhile, it looked like Communism was going to sweep the world.
