So you would never negotiate with your enemies, only your allies. Whatever you think of the cold war, the peace was kept with containment and deterrence but there were time it would not have held without summits and redphones. And yes there are times when you cannot negotiate or appease your way to a positive result. With NK i think you can and perhaps with iran. Certainly not with al quaeda.
