Revenue was increased because of the tax increase. The surplus was caused by increased revenue as well as budget cuts. There was good fiscal management - lacking under Bush. Stop trying to deny history.

Bush created millions of pork government jobs that were based on false pretenses just like dotcom jobs, the only difference is the Bush pork jobs are paid for by the taxpayer so there is no reason for tax inflows to be so much lower under Bush.

Bush created a "pork bubble".

Additionally, by deflating the dollar due to overspending, the republicans aided and abetted the housing bubble, which also should have driven tax revenues and likely did. But the housing bubble was not enough to offset the wage deflation and crashing job market.
