(Venezuela and Russia come to mind), or giving rights to mine them to national favorites when in the past large "western" (often US) companies might have gotten the rights. Actually there was a previous wave of nationalization that was much larger. but repeat: But whatever the reason, we are becoming clients instead of producers. Another reason to get off oil so that we can sell alternate technologies and keep the wealth in the US.
