I'm not sure that everyone is so much louder when they use cell phones that when they are talking to the person next to them.

OTOH some of them are, perhaps enough to be a significant source of noise on the plane. Also the total amount of talking will probably go up, so you may have a point.

Cell phone use isn't one of my pet peeves. It doesn't really bother me in situations where other talking wouldn't bother me. I don't find myself bothered by it in restaurants, but in restaurants there is more space between people than on a plane, so I suppose it could possibly bother me on a plane. (Also your stuck on a plane for longer, and a larger percentage of people try to sleep on a plane, and noise does bother me when I'm trying to sleep)

If they where not banned by the FAA, particular airlines might still ban them (but would the ban be as effective?).
