As for the increase in prisoners, about half of them are in prison for drug offenses, not violent crimes, and sentences have gotten stiffer. Also the increase in the jail population is nothing new. Look at the increases in the 80s and 90s (probably in the 70s as well but I haven't checked them) It was the biggest jump in numbers and percentage change in six years. Biggest increase in 6 years isn't very meaningful. Its the type of statement that deserves a response of "so what?"
