I think the import quotas may be the cane sugar itself (given the Cuban legacy?); maybe not ethanol.

there is a .54 cent import tariff on Brazilian ethanol.

As far as I know, the Washington lobbyists for ADM and others have succeeded in prohibiting the import of Brazilian ethanol. We love "Free Trade" except where politically powerful agricultural lobbies perceive their financial interests to be threatened.
