The paper presents research results in an peer-reviewed journal, by those who have no monetary interest in a particular outcome, and who are simply interested in the facts. The resulting view may stand the test of time, or it may not, as future facts are uncovered. That's called "science".

Heartland is a political organization funded by tobacco and oil money, which then twists and cherry-picks in order to advance their client's interests. No matter what happens their view will never change, as the view is pre-ordained by the money. That's called "propaganda".

Now you know the difference. Sorry if this is too complicated for you.

P.S. If you bothered to read the report (which you obviously didn't), you would know that the researchers have no doubt about global warming. They are instead making a nuanced technical point about a particular ecology. But, of course, if you read Heartland's PR you would think they are directly refuting global warming science (see definition of "propaganda", above).

Heartland relies on the fact that most folks are too dumb and lazy to actually read the primary material.
