I thought it was because Libby's wife gave Bush 1 million dollars for his 'library'. Oops that was marc Rich and another President.

Bush has not pardoned Libby yet as his appeals are still pending....the pardon will come if the appeals fail or when Bush's term ends.

Your theory is silly BDS stuff since the Admin has commented on several aspects of the Libby case.
