Your narrative doesn't jibe with the history of the conflict in Afghanistan. The Taliban fell in late 2001 and Karzai was interim leader in Dec. 2001. The loya jirga was held in early 2002. Al Qaida has been in hiding (in Pakistan apparently) and the Afghan conflict since has been low-level. We didn't invade Iraq till 2003.

Arguably all the Iraq conflict has done is divert Arab Islamists there instead of going to Pakistan and Afghanistan.
