It is essential to democracy that we have an informed and politically active society. Sure, but the vast majority of the American population spends much less time on politics than the posters on these SI political threads. The population generally votes, and are thus politically active. And many read the newspaper and watch TV news and are thus informed. Your conditions can be met with about 30 minutes of effort every three days, and going to the voting booth on the specified day.
