I have watched "give-away" programs at the FCC for much of my career. I have witnessed every scheme imagineable whereby folks made fortunes at the expense of the public by procuring valuable spectrum either free (lotteries and minority credits) and for discounts (small business and female and minority ownership. These scams have reached from the broadcast spectrum all the way over to PCS spectrum and now, hover at the gate of the 700 MHz spectrum auction. These "give aways" are always cloaked in hard to beat, high-sounding political jargon, competition, helping the poor and diversity, which all at the surface seem compelling. However, the implementation has uniformly been sordid and cynical resulting in instant millionaires and sometimes billionaires based on false representations. Now Reed Hundt, a former Chairman of the FCC, is sponsoring a plan that would result in 700 MHZ give-aways to none other than Google, neither a minority, female or a small business. How could this happen. It happens as a result of a company, interestingly and perhaps revealing named "Frontline", that is apparently fronting for Google. The high sounding jargon is open access, net neutrality, and public safety, truly the trifecta of current day political correctness. The bottom line, Google, I mean Frontline, can't or does not want to pay market prices for the spectrum. Therefore, it proposed to burden the spectrum with use rules that only work to the advantage of Google. Therefore, no carrier will be willing to pay the price that Google, I mean, Frontline will pay. Mark my words, if this proposal becomes law, three to five years from now, we will all be reading about the Frontline scandal. Call your congressmen or at a minimum check your wallet. HF
