I don't separate the two. They both happen as a matter of extreme loyalty (need to belong) to one side.

Conscience, a word meaning 'with science' involves your awareness, which is accessible via senses, and your self-evident sense of morality. Persons who base their views and decision making on conscience, are generally persons most likely to be found living by high ethical standards. It is these persons who are equipt to serve honorably in a representative form of government like ours, regardless of their group affiliation. For that reason we would be wiser to select them based on this measure than based on party, religious, group membership, or philosophical affiliation.

However it takes a principled populace to elect principled leaders. Extremism in partisan support gets us corrupt partisan leadership. We have no one to thank but ourselves. When we accept that responsibility and stop scapegoating leaders, we might start to see a difference.
