There are many c)'s, it's not the main issue. Ironically, the a) that you favor isn't even on the table. The land was taken from Jordan and Egypt and nobody is proposing returning it anymore, including Jordan and Egypt. This is about Israel existing inside any borders. If returning the land would do it, why didn't returning Gaza help at all? Why didn't the offer of 95% of the West Bank in 2000 at least bring a counter-offer? Because Arafat was being paid to get concessions for promises, not to make a deal. There will be no peace until the Arab countries, including Egypt and the Gulf, want to make peace. The biggest impetus to peace might be a nuclear armed Iran, ironically enough. Nothing like a common enemy to focus one's attention.
