There's no requirement to negotiate. Israel could have simply pulled out of the occupied territories any time over last 40 years. But they don't. Nor do they annex the occupied territories either. Hell, they could have annexed the territories when they first acquired them or during the defensive war in which they attacked first. [Don't you just love a war when you attack first in defense?].

Not quite...god gave those territories to them but he said not to "annex" them. It is in the bible someplace.
