You didn't read my link. If you had you would know that some of the targets during shock and awe were civilian, especially water and electricity. It's notable that more bombs were dropped during 48 hours of Shock and Awe then were dropped in the entire Persian Gulf War.

The stated goal of Shock and Awe includes demoralization of the civilian population.
