I notice that children who can't read [aged 2, 3, 4, 5] are perfectly capable of thinking and can be very obviously super smart mental gymnasts I guess they could accurately be defined as mental midgets. The two words are certainly related. The biological characteristics can be included in ethnicity, but it is primarily cultural and social. Race is biological - "a subspecies , or variety of a species, consisting of a more or less distinct population with anatomical traits that distinguish it clearly from other races." The problem with that scientific definition is that it really isn't true of man. We are all so intermingled, that it isn't always clear what we are. Our DNA is what? 99% like everyone else"s? It works with animals much better, I suspect. It never occurred to me that one was "nicer" than the other.
