My guess is that your proposal would invoke the Invisible Foot.

Put part of the freeway to use for folks traveling at golf cart speed and perfect gridlock could be achieved.

Having golf carts and bikes share the bike trails that run along side many of the major roads in my city would make some degree of sense, but cars and carts can be on the same chunk of real estate IMO.
