What's the difference with (I suppose) "pre-modern" terrorism, except that "modern" is after the fall of the USSR? And why does that mean anything?

Modern terrorism started becoming a global threat following the collapse of the Soviet Union. It’s mostly Islamic with the strong probability for WMD in the future.

Modern terrorism started with the Zionists in Israel, then Palestine, in 1944. They blew up a hotel. The Zionists were not Muslims but Jews. Zionist terrorist groups operated in Israel and Palestine well into the 1970s. In the 1960s, terrorism became even more destructive with the rise of the IRA in N. Ireland. That terrorism continued into the 1990s. Islamic terrorism didn't begin until the 1980s when Israel refused to give Palestinians their statehood.
