It is commonly accepted that Al-Qaeda has become a term identifying people with a similar fundamental world view and the common tactic of terrorism, it also applies to the formal organization under the direct leadership of OBL but I don't think that is what Bush meant. In that sense anyone who operates that way can be called the same guys, just as in your earlier analogy the war on drugs can call drug cartels the same guys even though the members of various drug groups have nothing else in common.
